Scope: The overall task was to relocate US Army South (USARSO) Panama to Puerto Rico. The Planning stages began in Panama with Charrettes and Programming with USARSO user groups, C4I Communications and Command.
HHB was Prime A/E for various portions of the work and served as consultants in other capacities.

HHB was tasked as the Prime A/E with designing a backup power plant to support the USARSO Headquarters Compound area consisting of numerous facilities and infrastructure. The Headquarters facilities contained high computer loads generating high harmonic load content and the overall system had to be evaluated on system performance, demand and power quality. Facilities included Fueling Systems, Backup Generators (Three 750 kW, 4,160 Volts, 3-Phase, Synchronizing Bus), Transfer equipment (15 kV), Step up Transformers to Bus voltage (4,160 to 13,800 Volts), Control Building and Systems.
